Training Center’s staff member was elected as a chairman to ICAO Special Commission

From June 5 to 7, 2023 year, Samarkand hosted the 42nd Meeting of the ICAO Special Commission on the Implementation of Professional Requirements for Personnel Proficiency in Aviation English (ICAO EASPG LPRI TF/42). The meeting was held by the Ministry of Transport and the Civil Aviation Agency of the Republic of Uzbekistan together with the International Civil Aviation Organization (ICAO).

The appointment was attended by representatives of Austria, Denmark, Georgia, Kazakhstan, Moldova, Poland, the Russian Federation, Malta, Morocco, Uzbekistan, as well as ICAO, EASA, IATA, AOPA, the headquarters of the Council of the International Aviation English Association (ICAEA) and the European/North Atlantic Regional Office.

Specialists from Uzbekistan - Training Center LLC, for the first time took part in the ICAO EASPG LPR TF task force in 2019. Employees had shown initiative and proved themselves in the field of aviation English. In this regard, in 2021, Inna Abdullayeva, Deputy Director of the Training Center LLC, was elected as the leader of the subgroup of the ICAO Special Commission “Implementation/Support of States”.

At the meetings of the working groups, draft ICAO documents and international standards were discussed regarding the methods and criteria for assessing the knowledge of flight crews and air dispatchers (air traffic controllers) in the field of aviation English. In connection with the tightening of the 2008 ICAO requirements for knowledge of the English language by all participants in the use of airspace, a progressive scale was introduced, providing for 6 levels of language proficiency. All pilots performing international flights and air traffic controllers serving international flights must demonstrate at least the 4th (working) level.

Within the framework of the Meeting, the Director of the Civil Aviation Agency under the Ministry of Transport of the Republic of Uzbekistan T. Nazarov, the head of the Training Center LLC of Uzbekistan Airways JSC S. Gurfinkel spoke, and presentations were made on the flight activities of Uzbekistan Airways and information regarding the system training of aviation personnel in the Republic of Uzbekistan. Also, at the meeting, a vote was held to select a new Chairman of the ICAO Special Commission for the next 4-year period. By a majority of votes, it was decided that a representative of Uzbekistan, Inna Abdullaeva, Deputy Director of the Educational and Training Center LLC, was appointed to the post of Chairman.

On November 12, 1992 year, Uzbekistan Airways became a full member of ICAO. The International Civil Aviation Organization is a specialized agency of the United Nations that establishes international standards for civil aviation and coordinates its development in order to improve safety and efficiency.
