IX Congress of the Republican Council of the Aviation Workers’ Trade Union of Uzbekistan: A New Chapter in the Nation’s Aviation

On August 15, the IX Congress of the Republican Council of the Aviation Workers’ Trade Union of Uzbekistan was held — a milestone event for the industry that united the professional community around shared values and goals.

The congress was attended by delegates from the trade union organizations of Uzbekistan Airways, Uzbekistan Airports JSC, the Hydrometeorological Service Agency under the Ministry of Ecology, Environmental Protection, and Climate Change of the Republic of Uzbekistan, Uzaeronavigation State Unitary Enterprise, the Civil Aviation Agency, the Republican Center for Technical and Applied Sports “Vatanparvar,” as well as trade unions from 11 airports across the country. Also present were leaders of aviation enterprises, representatives of the Federation of Trade Unions of Uzbekistan, and distinguished industry veterans. The congress was marked by a constructive spirit of dialogue and cooperation.

In their opening remarks, Shukhrat Khudaykulov, Chairman of the Board of Uzbekistan Airways JSC, Bokhodir Mirusmanov, Deputy Chairman of the Board of Uzbekistan Airports JSC, and Bakhtiyor Makhmadaliyev, Deputy Chairman of the Federation of Trade Unions of Uzbekistan, stressed that human dignity and the value of labor must remain at the center of attention. Today, trade union institutions are being steadily strengthened across organizations, creating conditions for safe, fair, and motivating work for employees.

The congress heard the report of the Republican Council of the Aviation Workers’ Trade Union of Uzbekistan for the period from August 2020 to August 2025 and outlined priorities for the future. Delegates approved the Action Program for 2026–2030, aimed at making trade union activities even more meaningful and effective.

A key outcome was the election of new leadership for the aviation trade union movement. Following a secret ballot, Alisher Nurmakhmatovich Mullabekov, previously head of the Uzbekistan Airways JSC trade union, was elected Chairman of the Republican Council of the Aviation Workers’ Trade Union of Uzbekistan. His election reflects recognition of his professional authority and commitment to the principles of serving the people of aviation.

“First of all, I sincerely thank you for the trust you have placed in me. For me, this trust is both a great honor and a tremendous responsibility. Aviation is not only about aircraft, but a system built on the work, dedication, and commitment of thousands of people who love their profession. Our trade union must defend workers’ interests, value their labor, and provide them with decent conditions. I will do everything possible to ensure that the voice of every aviation worker is heard and taken into account. Once again, thank you. I will do my utmost to justify your trust,” said Alisher Mullabekov.

The congress also addressed a number of organizational matters, including the election of a Deputy Chairman, members, and the Executive Committee of the Republican Council. The program concluded with a symbolic reminder of the continuity and traditions of Uzbekistan’s aviation — the screening of a film about the Uzbek pilot Abdusamat Taymetov.

The outcomes of the IX Congress reaffirm the commitment to caring for people and strengthening the role of trade unions in the industry’s development. For Uzbekistan Airways, this represents yet another step in shaping a sustainable, safe, and people-centered culture in the skies and on the ground, in close cooperation with all members of Uzbekistan’s aviation community.
